Maricopa County Sheriff Joe Arpaio, who has been widely criticized for conducting immigration roundups and detainee abuse. Today, a federal appeals court upheld a lower court ruling finding that prisons overseen by the sheriff failed to meet basic constitutional standards. Arpaio had been serving inmates rotten food and placing inmates on psychotropic drugs in unairconditioned cells.
