There's no great mystery to the Republican strategy on energy. As Dave Roberts puts it, "a) maximize their demands for drilling and b) block any actual energy legislation so they can c) claim that Democrats' refusal to drill is responsible for gas prices. It's utterly and openly mendacious, from top to bottom." Now, Dave lives in Seattle, and though he's a very fine reporter, he does not, so far as I'm aware, have a lot of sources deep inside the Republican congressional leadership team. It's weird that he's one of approximately no other reporters who's managed to look at the votes -- all of which are in the public record, and all of which Democrats are showing to any reporter who'll listen -- and figure out that House Republicans have actually been blocking efforts to craft energy legislation and their current campaign to convince the American people otherwise is a huge lie.
