This blog has spent a bit of time following the path of Michelle Rhee's school reform proposals in Washington, DC. Rhee wanted a two-track system for teachers. One track, the "green" track, would see teachers sacrifice tenure in exchange for large bonuses fnded by philanthropies. Teacher salaries, on this track, could reach $130,000. Teachers could also stick to the "red" track, retaining their traditional pay structure, seniority system, and protections. Whatever the problems with Rhee's proposal, she was the only participant in the debate with a defined vision for change in a school district that definitely needs some. This week, however, the DC Teacher's Union released their own reform proposal as a positive alternative, and Dana Goldstein would be happy to tell you all about it.
