In recent years, New York's murder rate has plummeted to startling lows, dropping from more than 2,000 in 1990 to less than 500 in 2007. But that's not good enough for New York magazine, which asked an array of crime experts and policy thinkers what it would take to get the murder rate to zero. The suggestions are interesting, but none seem particularly up to the task, at least until we dive into brain imaging and begin talking about identifying and tracking people with particularly aggressive mental chemistry. But if that seems effective, it will almost certainly prove catastrophic. Fiction, of course, has already identified the pitfalls of these plans. Minority Report tried something not dissimilar, and managed to get murders in DC down to zero through prophetic means. But then, of course, catastrophe struck, and Tom Cruise was almost accused of murder. Verdict: Fail. Tom Cruise only kills body thetans.
