The draft summary of the $825 billion stimulus bill being considered by House Democrats is making the rounds. But it's hard to really evaluate because it's hard to say what an alternative stimulus bill would look like. For instance: The text here puts forward $31 billion for highways and only $10 billion for transit. That's not a ratio that will soothe those concerned about our energy future. But nor is it obvious that more could have been spent on transit in the short-term. Saying there should be more money for transit is hard if you can't say where that money could go such that it could be used quickly. But, presumably, as the specifics come out, plenty of ideas will pour forth. The full text of the summary is below the jump:
