Obama issued an executive order confining all U.S. personnel to the restrictions in the Field Manual early in his presidency.
What's striking to me is how many intelligence and interrogation experts have publicly come out against the use of torture, while those who support it have consistently had to rely on anonymous sources funneled through hacks.
