A protest against teacher layoffs in Washington, D.C. The White House called for increasing aid to the states to ward off such layoffs, which has touched off a spat over where to find the money: An annoyed House Speaker Nancy Pelosi called a White House liaison to her office, House Education and Labor Committee Chairman George Miller accused the White House of late-in-the-game theatrics to cover themselves politically before the midterm elections, and House Appropriations Committee Chairman Dave Obey is holding up new war funding until the issue is settled.
