Paul Kagame became president of Rwanda in 2000 and has since overseen the country's recovery from the genocide and upheaval of the early 1990s. He is expected to win another term by a landslide in today's elections, but that expectation has been marred by concerns over the legitimacy of the vote and the increasingly repressive, brutal and dictatorial bent of Kagame's leadership.
