PR ALL THE WAY THROUGH. I'll admit to being unsure as to how the scheduling of all this was decided, but it seems a bit, um, convenient that David Petraeus's testimony falls on September 10th, and so the reportage of it will intermingle with tomorrow's newspaper memorials for 9/11. I'd really like, at this point, for someone to point out one element -- just one -- that suggests this is anything but a smartly executed media campaign on the part of the White House. For now, we've got a report that's named after a Bush political appointee, written by White House staff, shepherded by Ed Gillespie and the White House communications team, and apparently timed for release with maximal proximity to 9/11. The strategy would be laughably heavy-handed if it didn't appear to be working perfectly. --Ezra Klein
