Just because Carlos Mencia makes a joke doesn't mean it isn't racist. In fact, if it's Mencia, you can be pretty sure it's both racist and stolen. In general, it's a bad idea to follow this equation:
non-white person + racist joke = non-racist, funny joke
Also, telling people that you didn't mean for your racist joke to be publicized isn't an apology.
