Ciro Rodriguez has beaten Henry Bonilla in a runoff to become the 30th Democrat pickup for Congress. His is a particularly sweet win: Like Lampson's acquisition of DeLay's seat, it's the direct product of the Hammer's redistricting scheme, which rebounded on two of the safest, most potent incumbents in the bunch, having assumed them safe enough to take some Democrats into their districts.
