The Wall Street Journal is reporting that congressional negotiators have basically struck a deal on the bailout bill. Few details as of yet, but it looks like the $700 billion will be authorized in phased installments of $250 billion and there are definitely limits on executive compensation. As of now, there's no information on equity pay or homeowner help.
