Sen. Joe Biden just very firmly told Gen. David Petraeus, "You need to do more than just inform the Congress, you need the permission of the Congress if you are going to bind the next President of the United States." Prodded by Biden, Petraeus says that he would put the United States' progress in Iraq at a "6 or 7" on a 10-point scale toward withdrawal. --Dana Goldstein
