It's worth saying that both Clinton and Obama have plans for universal access to pre-k. Clinton's plan is much clearer on its funding levels, mechanisms, and aims, while Obama's site offers a vaguer "create Early Learning Challenge Grants to promote state 'zero to five' efforts and help states move toward voluntary, universal pre-school." So clear edge to Clinton here, but in both cases, this is one of those moments to remind yourself that John McCain does not, in fact, have a plan or even a gesture towards universal pre-k (in fact, as my colleague Dana explains, he doesn't really have any education plan at all), so if you think we should make cost-effective, demonstrably worthwhile investments in childhood education, either Democrat blows him out of the water.
