My conclusion is that this is his way of saying that the Democratic candidates are for shit. When he calls Bloomberg "Mr Competent," his real point is that Clinton, Obama, Edwards, et al. are incompetent.
Remember, Cohen is the Post's liberal columnist. And why would the Post have a liberal columnist, if not to figure out new and creative ways to attack liberals?
That seems basically correct, particularly given that Cohen never argued that Bloomberg would be any more competent than anyone else in the race, he just sort of equated him with competence and compared that to the gridlock in the Congress. But being foiled by an executive's veto and an intransigent Republican minority is not the same as being incompetent. Cohen, surveying this state of affairs, decided to ignore the factors actually obstructing progress and beseech the heavens for a savior.
