CONGRESSIONAL VICTORY ON REPRODUCTIVE FREEDOM The Senate succeeded last night in passing, 53-41, a complete repeal of the Global Gag Rule, which bars American foreign aid from supporting organizations that provide contraceptives, abortion services, or teach a sexual ideology other than abstinence. This is the first time in the history of the so-called Mexico City Policy -- active under the Reagan and both Bush administrations -- that a united House and Senate have stood up for international family planning efforts. But don't get too excited. President Bush is certain to veto. --Dana Goldstein
