I was going to reach another plane shrillness after Dick Cheney's lawyers cooked up an idea that wouldn't pass muster in a bull session among pre-law College Republicans, but I see that Rahm Emanuel has beaten me to it.
Cheney's office is technically correct; the Constitution does not grant any executive power to the Vice President. Any executive power he gets is by virtue of delegation from the President. So, there's nothing wrong with having Congress zero out all appropriations for the Vice President's office. It's really the only way to deal with such a brazen attempt to avoid accountability.
De-fund the Office of the Vice President. De-fund it now.
