I find that curious. What set of assumptions would lead to Tel Aviv being less vulnerable without a nuclear weapon, or Tripoli more vulnerable with one? The closest I can come is that an unarmed country would be less likely to suffer a retaliatory second strike because their nation couldn't initiatie the offending first-strike...--Ezra Klein
