"The answer is, eliminate the capital gains tax," says Paul Krugman. "Now, what was the question?" The question, it turns out, is how do we deal with a massive recession, and the answer comes from GOP minority leader John Boehner. This causes Krugman to remember that "on Sept. 13, 2001, I got frantic calls from staffers on Capitol Hill. They informed me that Republican leaders in the House were trying to use the terrorist attack to ram through, you guessed it, a cut in the capital gains tax." Shocking! It's almost as if congressional Republicans weren't interested in policy except as a vehicle for triggering campaign contributions...
