Sen. Russ Feingold, Democrat from Wisconsin, is sponsoring legislation introduced yesterday that would give presidents a modified form of line-item veto over spending and appropriations called "expedited rescissions authority." Rep. Louise Slaughter is not so thrilled, having argued that presidents already have sufficient power over spending, and that this new bill would upset the balance of power between the branches of government.
