As Harold Meyerson explained it to me (and, later, ByronYork, who took notes), SEIU and UNITE, who were finding the majority of their growth in immigrant organizing, went to the AFL-CIO conference and demanded that they change their position. Sweeney, a former SEIU chief, appointed a panel to do reassess. The panel recommended reversal, and at the 1999 convention, it was codified:
