It's become a tinny and predictable refrain, but George W. Bush really hasn't forgotten about privatizing Social Security and he keeps promising to do it next year. That isn't to say it'll get done, but he'll keep laying the groundwork for it, keep the interest groups and ideologues working on it, continue convening commissions and slipping partial privatization amendments into larger bills. This is an enduring goal of the Republican Party, and the Democrats need to say so forthrightly. After all, Bush does.
