The plan fell two votes short of the 60 votes needed to end debate and move it to a vote later this week. This was the version including all the green tax incentives.
Who's to blame? Well, Republican senators in general, but specifically, we could put some of the blame on John McCain, who didn't show up to vote last night. Flash back to just last week, when McCain was talking up the stimulus package: "We've got to give them some stimulus. We've got to give them some tax relief." Or flash back to any point over this election where folks have tried to push the idea that McCain has any environmental credibility left. Both Clinton and Obama, who you may know are still actually competing for a nomination, were present and voted for the plan. Maybe someone should call him out on this.
