"Uncertainty" is another one of Republicans' self-refuting political memes, the daring, risky entrepreneurs who are somehow hamstrung by anxiety about the future. It's like tough guys who are scared of putting terrorists in supermax prisons, or gay soldiers who will turn the U.S. military into the Bravo channel while sexually assaulting their straight colleagues in the dark of night.
