Apparently it does:
Wyoming Republicans will make history Saturday when they become the first in the country to select delegates for the national GOP convention.True, Wyoming's early county conventions haven't generated the profile of Iowa's caucuses, but they have resulted in the state's first-ever serious look by presidential candidates."I've got to tell you, it's exciting," said Bill Cubin, Natrona County GOP chairman. "We really are making a difference here."Candidates have reached out in a variety of ways. Most candidates have targeted state party members with e-mails, phone calls, direct mailing, personal visits and calls to local radio talk shows.I'm guessing it's the "first in the nation" since Iowa technically awards national delegates at a state convention. Maybe I shouldn't admit this, but I had no idea this was happening. If you need any more evidence of how arbitrary our presidential primary system is this should provide it. Iowa is everything but a caucus two days later is completely ignored because it hasn't been around as long. Update: Forgot the link. Look in narrow right column and scroll down for an explanation of the impressively complicated convention system. Also, the state will be docked half it's delegates by the RNC for going early. --Sam Boyd
