Ted Boettner (ted@ohiorivervalleyinstitute.org) is a senior researcher at the Ohio River Valley Institute and lives with his family in Charleston, West Virginia. Prior to joining ORVI, he was the founding executive director of the West Virginia Center on Budget & Policy.
