You aren't going to get much more Washington than this. That's President Obama's new budget (and yes, they still print them out on paper), and it seems as though the assembled crowd of photojournalists is anticipating that any second, the documents are going to burst into tiny fireworks, out of which will emerge a perfect orchid whose breathtaking beauty will reduce even the most cynical banking lobbyist to tears of wonder at the marvel of creation. Or maybe it's just a bunch of books that are going to sit on a table for a while.
